Event Overview

It is the absolute responsibility of management collectively and all personnel individually to prevent accidents, so that primary emphasis is on preventative rather than on reactive measures. Fundamental in this approach is the identification of hazards and implementation of measures aimed at eliminating or mitigating the hazards, to make plant and operations as safe as reasonably practicable. Management’s role is also vital in ensuring that clear procedures are implemented, communicated and followed, which must include proper supervision, adequate instruction, and training.

The very nature of human activity dictates that, regardless of precautions, emergencies can and will occur; however, through appropriate preparation – crisis management and emergency response planning, the risk, loss and damage resulting from such emergencies can be minimised.

Emergency Response is normally regarded in industry as the direct management of an operational emergency onsite or at source using resources readily available at the scene. Crisis Management is the concept of “Corporate” management of an emergency situation, primarily aimed at business continuity and recovery. However, the crisis management function does provide a vital aspect to on-scene emergency management in providing support and additional resources as may be required by the onsite team. Crisis Management and Emergency Response are usually considered as a separate activities.

About the Seminar Leader

Dr Ian Borthwick is a Safety and Environmental Advisor providing specialist HSE services to the international oil and gas industry, as well as to government and non-governmental organizations, including shipping, insurance and the legal sector.

Dr. Borthwick has over twenty years’ experience providing support to various industries including Oil and Gas, having held senior positions with the Canadian Federal Government, BP International and Sun Oil; as a consultant with Woodwood Clyde Consultants and as a University Lecturer.

His work experience encompasses more than thirty-five countries and spans more than five continents. Ian’s assignments have included providing strategic and management advice at corporate and senior levels and hands-on practical solutions to operational problems on-site.

His work experience encompasses more than thirty countries, spanning five continents, from Desert to the Arctic, from Tropical rain forest to Deep Ocean.

Recently Dr. Borthwick has been involved in providing support to the UAE Federal Environmental Agency, Ras Laffan Gas, QGPC and ADMA-OPCO. Furthermore, Ian has also assisted BP, British Gas LASMO, Union Texas Petroleum, Shell, Elf Aquintaine, Maersk, and Svenska Petroleum. In the past, he has provided services to Mobil and Oil Spill Response Ltd.

Dr Borthwick specializes in environmental management procedures, risk, sensitivity and impact assessment, audit and review, particularly of systems and operations.

He has wide experience in oil spill contingency planning, response and training, and attended the EXXON VALDEZ incident as an adviser.

Dr Borthwick has provided expert testimony in numerous oil spill arbitration cases.

Dr Borthwick has extensive experience in Environmental Impact Assessments and auditing, having conducted several EIAs and major audits in recent years.

Dr. Borthwick’s objectives are to provide a systematic approach to complex safety and emergency planning issues and to all aspects of training and assistance in achieving sustainable environmental, safety and emergency performance.
